Everyone has a few hose bibs that are exposed to the cold from time to time. In the South, where Matt typically builds, most builders do not use frost-proof hose bibs. 

In the North, builders must use hose bibs that shut off in keeping with codes, usually a brass or copper shut-off hose bib that uses a knob to shut off.
